This publication is contextualized in ACCEDES Project which was developed from 2012 to 2014 with the purpose of improvement levels of inclusion and remaining of disadvantage and/or vulnerable groups in Latin American Universities, after achieving 3 main objectives: 1) To promote the entrance and permanence of underprivileged collectives in Institutions of Higher Education (IHE); 2) To contribute to the development of inclusion in IHE; and 3) To promote international networks focussed on university inclusion.

This paper presents perceptions of governing boards of different universities about exclusion factors in higher education institutions in Latin America. The results described in the article referred to 5 dimensions identify from interviews and focus groups developed: personal characteristics, public policies and phases of university students’ development.
